REGULATIONS FOR A COMPUTER NETWORK OF GDAŃSK UNIVERISTY OF TECHNOLOGY

§1. Gdańsk Tech Computer Network

  1. The University Computer Network of Gdańsk University of Technology (hereinafter referred to as the Gdańsk Tech CN) includes technical and programming means enabling the implementation of connections between users’ devices, computing equipment and servers. The task of the Gdańsk Tech CN is to provide services to the scientific and research community, meeting the academic and administrative needs of Gdańsk University of Technology in the field of electronic mail, data transmission and sharing, remote data processing as well as other services resulting from the current technical and operational capabilities of this network.
  2. Gdańsk Tech organizational units are charged with the costs of operating the Gdańsk Tech CN in proportion to the degree of its use. The method of calculating the remuneration is specified in the algorithm developed by the IT Service Center, and approved by the University authorities.
  3. The University Computer Network of Gdańsk University of Technology is incorporated in the Tri-City Academic Computer Network (TASK) administered by the TASK IT Center. In justified cases, Gdańsk Tech CN may be connected to other operators.
  4. The function of the central administrator of the Gdańsk Tech CN is performed by persons appointed by the director of the IT Service Center of Gdańsk University of Technology, hereinafter referred to as the Central Administrators.
  5. The IT Service Center is responsible for the operation and supervision of the expansion of the Gdańsk Tech CN and cooperates, on behalf of the University, with the TASK IT Center and other networks to which the Gdańsk Tech CN is connected.
  6. Gdańsk Tech CN is a multiprotocol heterogeneous network enabling the work of devices connected to it with various protocols and operating systems. The recommended protocol for the network skeleton layer in the Gdańsk Tech CN is TCP / IP, and in the physical layer - Ethernet II. It is allowed to use other network protocols upon agreement of the Central Administrator.
  7. Technical supervision over network, central and node devices as well as network equipment is provided by the IT Service Center, and over the cable routes – by the Operation Department - Telecommunications Section.
  8. Local networks are fragments of the Gdańsk Tech CN comprising a single organizational unit of Gdańsk Tech within the meaning of the Gdańsk Tech Organizational Regulations (or several cooperating organizational units) and are subject to the management of these organizational units. The managers of the units designate Local Administrators who are responsible for: operation of local networks, administration of local servers, cooperation with individual users of devices connected to the network. Local Administrators directly cooperate with the Central Administrator in the above-mentioned matters. Local Administrators managing local faculty networks are called Faculty Administrators and are required to cooperate closely with the Central Administrator. It is assumed that the local network can be hierarchized. Persons administering component networks within a local network are subject to the appropriate Local Administrator. Virtual networks that extend beyond one local area network are managed by the Central Administrator.
  9. The Central Administrator and Local Administrators are responsible for implementing the University's policy in the field of network security, including: user data protection, anti-virus and anti-spam protection, and protection against all types of external attacks.
  10. The Central Administrator assigns and records network addresses and names of all devices included in the network, manages addresses tables, route tables of individual sub-networks and traffic in the network backbone. Computer registration in Gdańsk Tech CN takes place in DHCP server databases. The Central Administrator may permanently or temporarily transfer this function in relation to the local network to the Local Administrator.
  11. Local Administrators are obliged to update information in DHCP server databases, on the basis of which it will be possible to identify the user and the device operating at the time of functioning of the Gdańsk Tech CN, as well as to store the above information for a period of three years.
  12. The Central Administrator has the right to intervene in the operation of the local network together with the possibility of disconnecting the device / network segment for the time of removal of threats in the cases of:
    • disruptions in the work of Gdańsk Tech CN,
    • network security threats,
    • suspicion / confirming of a law violation in connection with the use of the Gdańsk Tech CN.
  13. Local networks are connected to the Gdańsk Tech CN with the consent of the Central Administrator, after agreeing on the presented local network project (network topology, devices used, communication technologies implemented). The Central Administrator has the right to refuse to enable the local network connect to the Gdańsk Tech CN, if the network does not meet the agreed project assumptions. Any changes to the local network, going beyond the previously agreed arrangements, must be consulted with the Central Administrator. Users may not arbitrarily connect active devices to the Gdańsk Tech CN without the consent of the Local Administrator or the Central Administrator respectively. The administrator managing a given local network is obliged to ensure correct configuration of active devices working in the network and to check their correct functioning on an ongoing basis.
  14. Gdańsk Tech CN can only be used for purposes related to the performance of obligations under the employment relationship with Gdańsk Tech or a civil law agreement concluded with Gdańsk Tech, education at Gdańsk Tech (students, doctoral students), research for Gdańsk Tech / commissioned by Gdańsk Tech. Deviations from this rule can only be accepted by the Chancellor. In case of unauthorized use of Gdańsk Tech CN resources for other purposes, the proper Administrator is obliged to control and take appropriate actions, notifying the Central Administrator. The Central Administrator notifies the IT Service Center Director and the Chancellor about the fact.
  15. All persons having access to Gdańsk Tech CN users' data are obliged to maintain confidentiality of information obtained through teletransmission. These persons are not responsible for violations of Gdańsk Tech CN users' privacy and other abuses caused by users (e.g. as a result of sharing the password with other people).
  16. The Central and Local administrators of the Gdańsk Tech CN are obliged to inform users about the opportunities available to them and the network resources and about possible problems related to its operation.

§2. Rights and obligations of Gdańsk Tech CN Users

  1. Gdańsk Tech employees, authorized persons participating in works / tasks run by or for Gdańsk Tech, students and PhD students (as part of the course or under a permit granted by the University management, dean or other unit manager) can be clients of the Gdańsk Tech CN, using a device connected to the Gdańsk Tech CN and sending information via the network regardless of the location. Other people may use Gdańsk Tech CN services on the terms described on the IT Service Center website. It is forbidden to share your device with another person The users of Gdańsk Tech CN have the right to use this network only for purposes related to the performance of their employment relationship with Gdańsk Tech or a civil law agreement concluded with Gdańsk Tech, education at Gdańsk Tech (students, doctoral students), research for Gdańsk Tech / commissioned by Gdańsk Tech. The users of the Gdańsk Tech CN are obliged to follow the recommendations of the Administrators on issues related to the security and effectiveness of the use of computers on the network and to protect their resources Users may not perform activities that may disrupt the operation of the Gdańsk Tech CN, in particular such as: disconnecting cabling, replacement of devices and installation and use of programs threatening the network security without consulting the Central or Local Administrator.
  2. Users may not individually connect active devices to the Gdańsk Tech CN without the consent of the competent Administrator.
  3. Gdańsk Tech CN users have the right to use the network resources to which they have been granted access. Administrators have the right to limit the ability of users to perform certain operations if it is justified by technical or legal interests of Gdańsk Tech.
  4. Users of devices included in the Gdańsk Tech CN are responsible for managing them. It is unacceptable for users to create publicly available information systems in addition to hardware resources managed by Local Administrators and Central Administrator without the consent of the Director of the IT Service Center.
  5. The User of Gdańsk Tech CN does not have the right to use the network for commercial or illegal activities, in particular to install illegal software, access data in an unauthorized way, and post content protected by copyright.
  6. Using the Gdańsk Tech CN, the User is obliged to respect the rights of third parties, in particular copyrights and rights to personal interest.
  7. The User of Gdańsk Tech CN is not entitled to use any software for which Gdańsk Tech does not have the required license rights. In the event of violation of the above prohibition, the user will be fully responsible for this, in particular, they will be obliged to pay the fees demanded by the authorized entity due to author's property rights to the software. The above does not exclude criminal liability in this respect as well as employee liability, disciplinary liability (as defined in the provisions of the Law on Higher Education), as well as resulting from the provisions of civil law.
  8. The User of the Gdańsk Tech CN is responsible for the infringement of third party personal rights when using the Gdańsk Tech CN, including for violating the privacy of another user.
  9. The User of the Gdańsk Tech CN is responsible for allowing access to Gdańsk Tech CN resources to other unauthorized users.
  10. Gdańsk Tech CN Users who violate the provisions of these Regulations may be deprived of the right to use the Network by the Local Administrators or by the Central Administrator, which does not exclude other legal consequences, including criminal law, labor law, the Civil Code and the Law on Higher Education. In the event of damage resulting from the User's breach of the provisions of these Regulations, the user is responsible for remedying them on the terms set out in the relevant legal provisions.
  11. Personal data of the User of the Gdańsk Tech CN are processed in accordance with Art. 23 of the Act of August 20, 1997, (as amended) on the protection of personal data only for legally justified purposes and may be transferred to authorized bodies at their request.
  12. All activities aimed at obtaining unauthorized user access to Gdańsk Tech CN resources, including impersonating other users or monitoring network links, are prohibited. In the case of detection of the above-mentioned activities, the proper Administrator blocks access to Gdańsk Tech CN to such users. Information regarding unauthorized access to network resources should be directed to the proper Administrator. An unlawful use of access may lead to the criminal proceedings against both the access enabling person and the person who made use of it, which does not exclude other consequences prescribed by law.
  13. Each user of the Gdańsk Tech CN has the obligation to confirm in electronic form the reading of these regulations and to comply with them.
  14. These Gdańsk Tech CN Regulations are available on the Gdańsk Tech website at the Service Center of the Gdańsk Tech IT Service Center, as well as at the Administrators of local networks and at the Gdańsk Tech Information Service Center.
